8th Session of Monitoring Committee for the Human Capital Operational Programme

In Wiejce in Lubuskie Voivodship, during 25-26 of June 2009, the 8th session of Monitoring Committee for the Human Capital Operational Programme took place. Main goal of the session was to validate a report on implementing the Programme for the year 2008. According to the Council Regulation (EC) No 1083/2006 of 11 July 2006, a report passed by the Committee is to be sent each year to the European Commission by the Managing Authority. Necessary amendments in Measure plans as well as projects selection criteria were also examined and passed during the meeting and simultaneously adjusted to the current social-economical situation.

Moreover, the following results of three evaluation researches were presented:

  • "Assessing the implementation of partnership principles within SOP HRD and OP HC,”
  • “Assessing the economical demand on academic graduates of mathematic, nature and technical departments,”
  • “Assessing the possibility of optimal selection of tools motivating applicants to choose education on technical, mathematic and nature majors.”

Till 2009 June, 22 there has been nearly 9 thousand contracts concluded within the Operational Programme Human Capital. The value of these contracts equals 19% of the Programme allocation. Within the Programme, 4,2% of means were accounted on the ground of approved payment applications. Majority of the means were deployed within regional component Priorities. Priority VI Labour Market open for everyone is the most rapidly implemented Priority in which 29% allocations were entered into contracts and 12% were issued. Leaders in expending are Warmian-Masurian, West Pomeranian, Subcarpathian as well as Świętokrzyskie Voivodships.


The Committee debated under leaderships of Jarosław Pawłowski, vice minister of the regional development, and Paweł Chorąży, director of Department for European Social Fund Management in Ministry of Regional Development. Special guests in the session were Aurelio Cecilio, director of ESF Department in employment, social affairs and equal opportunities General Management as well as Elżbieta Polak, vice marshal of Lubusz Voivodship.  Representatives of public administration, local government, NGOs, trade unions as well as employers organisations also participated in the session. The subsequent Committee session will take place at the turn of September and October 2009 in Świętokrzyskie Voivodship.
